Risk Management Maturity Model (RM3)

RM3 defines what excellence in risk management looks like and allows organisations to assure themselves that their risk management system is operating to an adequate standard. The model provides a route map to help them continuously improve towards excellence in health and safety management.

It is widely used in the rail and other industries and is the tool used by ORR Inspectors when assessing the effectiveness of duty holder risk management systems.

ORR first published RM3 in 2011 and since then the model has received wide acceptance in the rail industry in the UK and elsewhere as the means of demonstrating excellence in safety and risk management. This was also confirmed in an independent evaluation in 2014. Since 2014 ORR has worked in collaboration with the Health and Safety Laboratory (HSL) to ensure that RM3 remains up to date and relevant. The latest version was released in June 2017.
