Measuring performance of England’s strategic roads: what users want

This page contains details of joint research by ORR and Transport Focus into what road users want from England’s motorways and major A roads, and how they would like to see that measured and reported to help boost performance.

In ORR’s approach to the second Road Investment Strategy which will span the period between 2020 and 2025, which was published in December 2016, we set our some of the issues we consider will need to be addressed to make RIS2 a success. One of these is the need for evidence and stakeholder engagement in the development of a robust and resilience set of proposals.

Working with Highways England and the Department for Transport this research sets out in detail road users views, including drivers, freight and logistics operators, cyclists, pedestrians and horse riders. It is intended to help Highways England develop a suite of measures to assess performance of its road network in Roads Period 2 (2020 – 2025), and the Department for Transport as it considers which areas should attract targets in that period.
