Consultation on changes to operator licences

For holders of EU passenger licences we updated their GB Statement of National Regulatory Provisions (SNRP) as well as their station licences on 3 December 2019. On 24 June 2020 we also updated those operators who just hold station licences too. For operators who provide traction only services, we have now modified their SNRPs.

Updating the model freight services track access contract for the CVL interface

We are making changes to the model track access contract to reflect new arrangements concerning access arrangements for the Core Valleys Lines (CVL). These are particularly relevant for those who wish to operate freight trains between the CVL and Network Rail Infrastructure Ltd’s (Network Rail’s) network.

Model connection contract – Transitioning to CPI

Following consultation we consider it appropriate to amend the model connection contract so that CPI is used for new contracts, rather than RPI in the adjustment factor, as with track access contracts.

Conclusions On 9 April 2018, we published our conclusions to our September 2017 consultation and we also updated the original consultation letter so that it is now a regulatory statement . Consultation on improving Schedule 5 of the model freight track access contract

On 6 November 2015 we consulted on proposed changes to Schedule 5 and the associated Rights Table in the model freight track access contract. This also included consequential changes to Schedule 4. These changes are to reflect the move away from freight access rights having "Levels" and towards having origin and destination timing windows for services. We also proposed to simplify the Rights Table
