Land disposal policy

It is important that land in which Network Rail has an interest and which may be important to the continuing operation and future development of the network, and services relating to railways, is not disposed of against the public interest. Condition 17 of Network Rail's network licence safeguards against the inappropriate disposal of land assets.

Consultation on changes to operator licences

For holders of EU passenger licences we updated their GB Statement of National Regulatory Provisions (SNRP) as well as their station licences on 3 December 2019. On 24 June 2020 we also updated those operators who just hold station licences too. For operators who provide traction only services, we have now modified their SNRPs.

Updating the model freight services track access contract for the CVL interface

We are making changes to the model track access contract to reflect new arrangements concerning access arrangements for the Core Valleys Lines (CVL). These are particularly relevant for those who wish to operate freight trains between the CVL and Network Rail Infrastructure Ltd’s (Network Rail’s) network.

HS1 Ltd periodic review 2019 (PR19): draft determination

A summary of our draft conclusions on the final Five Year Asset Management Statement (5YAMS) that was submitted to us on 31 May 2019. It is the culmination of the first phase of our examination and draws from detailed analysis that is explained in a number of supplementary documents published alongside it. Consultation on Holding Highways England to account

We have a responsibility for ensuring railway companies protect passengers from any health and safety risks, so far as is reasonably practicable. Train and station operators protect passengers by identifying, reducing and alleviating risks, including crowding risks.

Consultation on updating ORR's guidance on access to service facilities

Consultation on ORR’s Holding Network Rail to account policy

In November 2018, we published a consultation on a new regulatory policy for holding Network Rail to account for delivery of the commitments in our determination, and the obligations in its network licence. This new policy replaces the existing economic enforcement policy for Network Rail and comes into effect for the start of Control Period 6.
