Consultation outcome In January 2020 we published a consultation on an updated monitoring framework and enforcement policy for Highways England, titled Holding Highways England to account. This new policy replaces our existing monitoring framework and enforcement policy for Highways England and comes into effect for the start of road period 2, from 1 April 2020. We received 17 responses to the

updated guidance, reflecting the European Commission’s Implementing Regulation (EU) 2017/2177 of 22 November 2017 on access to service facilities and rail-related services (stations, light maintenance depots, freight terminals and other sites and associated services).

Following our consultation in March, we are now updating our regulatory arrangements 2013 for the way we deal with Network Rail's land disposals.

We have published the results of research which reviews complaints handling in regulated sectors which have an ombudsman.

Alongside the Accessible Travel Policy Guidance and the responses themselves, we have published a summary of the responses, and set out the steps we will take to ensure train and station operators, including Network Rail, deliver these improvements.

We have now published separate guides for the Train Driving Licences and Certificates Regulations 2010.

Following our further consultation, Eurostar's request and subsequent alternative proposal were considered by the ORR board at its meeting on 18 April 2019. This letter to Eurostar sets out the board's decision and the reasons for that decision.

This consultation sought views on the proposed changes to the Risk Management Maturity Model (RM3).

In November 2018, we published a consultation on a new regulatory policy for holding Network Rail to account for delivery of the commitments in our determination, and the obligations in its network licence. This new policy replaces the existing economic enforcement policy for Network Rail and comes into effect for the start of Control Period 6.

Consultation and outcome of proposed changes to assessing the quality of Network Rail's stakeholder engagement in CP6

We sought the views of tramway dutyholders on our proposed approach to improving how the safety of Britain’s tramways is regulated and supervised by ORR.

Consultation on roles and responsibilities for Network Rail's enhancements work in Control Period 6 (CP6) as this will be treated differently to operations, maintenance and renewals expenditure in the Periodic Review 2018 (PR18).

Following consultation we consider it appropriate to amend the model connection contract so that CPI is used for new contracts, rather than RPI in the adjustment factor, as with track access contracts.

Following a consultation we have published a mofified notice formalising changes to conditions in operators licences and SNRPs and hanges to the Disabled People’s Protection Policy condition in licences and SNRPs.

This consultation set out the specific changes we proposed to make to Network Rail's track and station access agreements during CP6 as part of PR18.
