Our vision is to empower confident use of the railway by all. We approve train operator policies for disabled passengers, promote accessibility and aim to eliminate discrimination.

Accessible Travel Policy (ATP)

Train and station operators are required by their operating licences to establish and comply with an Accessible Travel Policy (ATP) which must be approved by us.

Improving Assisted Travel

Our Accessible Travel Policy (ATP) guidance sets out the commitments that train and station operators must make in their plans to support disabled and older passengers in completing their journey by rail.

ORR research into passenger experiences of assisted travel

We are working in conjunction with a professional research agency and train companies to gather feedback on passengers' experiences of using assisted travel services.

Passengers with disabilities

All train and station operators are required to have an Accessible Travel Policy (ATP), which sets out their arrangements and commitments to support disabled and older passengers in completing their journey by rail.
