We are maintaining effective, independent safety oversight as industry structures change, ensuring the continued delivery of our statutory health and safety responsibilities while enabling a safe transition to GBR.

We are focused on ensuring that we can continue to discharge our statutory Health and safety responsibilities effectively throughout rail reform, maintaining independent safety oversight while supporting and enabling the transition to Great British Railways (GBR).

We are working with industry and the UK government to ensure that future safety management arrangements support a safe and effective railway. To support this, we have developed and published the Guiding Principles for the future GBR Health and Safety Management System (HSMS).  

To provide independent regulatory oversight to support the safe implementation of rail reform and the establishment of GBR we are also:

  • Delivering statutory permissioning activities to support the transfer of Train Operating Companies (TOCs) into public ownership.  
  • Providing health and safety advice to industry and government on the development of GBR.  
  • Participating as an observer on the rail reform change management safety validation panel, providing independent regulatory insight on the safety implications of proposed organisational and operational changes.
