Our role is to assess National Highways’ performance and efficiency, investigate and where necessary take enforcement action.
Our holding to account policy sets out our approach to undertaking our statutory role. It explains how we undertake routine monitoring and assessment, enhanced monitoring and, where needed, enforcement.
It sets this within the context of our statutory duty to undertake our activities in a way that is transparent, accountable, proportionate, consistent, and targeted only at cases where action is needed.
This document supersedes and replaces the policy issued in March 2020 and takes effect from 1 April 2026.
