We are establishing how we will monitor and report on GBR’s performance against its business plan and the GBR licence, where we will also have an enforcement role.

Rail reform introduces a new role for ORR in monitoring, reporting on and, where necessary, enforcing aspects of Great British Railways' (GBR) activities. It will also introduce ORR as an independent expert adviser to governments, helping to support effective decision making and public accountability across the railway. Our approach to monitoring, reporting and enforcement is being developed alongside the Department for Transport's accountability framework to help ensure a coherent and joined up approach to how GBR delivers its statutory function.

Through this work, we are developing monitoring, reporting and enforcement policies that will underpin how we carry out our future responsibilities. These policies will set out how we will take a whole system view of railway performance and outcomes, in a proportionate and targeted way, to provide robust advice to governments. They will also explain how we will enforce those areas covered by GBR's licence. Together, these policies will provide clarity and transparency for passengers, freight customers, non-GBR operators, other industry stakeholders and governments on how we will carry out our role in the reformed railway.

We expect to consult on our monitoring, reporting and enforcement policies in Spring 2027.
