We consulted on our approach to monitoring Highways England’s delivery of its network investment in summer 2016. The approach detailed in this document takes account of the responses received and sets out how the ORR monitors Highways England’s network investment plans and delivery of those plans, against the requirements of the Road Investment Strategy.

The Office of Rail and Road (ORR) has responsibility for monitoring Highways England’s delivery of the Road Investment Strategy – including the delivery of improvements to the network and carrying out maintenance and renewals work. We are consulting on how we propose to monitor Highways England’s network investment plans and delivery of those plans.

Our independent monitoring and reporting of Highways England’s network investment delivery is important in providing transparency about how the company is performing in maintaining, renewing and delivering improvements to the strategic road network, and about the value for money that it is delivering.

We are consulting on our proposals to seek feedback and to ensure that we are adopting the most effective monitoring approach, which reflects, as appropriate, stakeholders’ expectations for our role.
