Review of RSSB – Final report

We have now published our final independent report on the review of RSSB.

There is potential for RSSB's work to add considerably more value to the industry if the settlement between RSSB and its members is now refreshed to give greater clarity to all parties on their mutual expectations and obligations. This new settlement requires that RSSB and all its members play their appropriate roles. We believe this is a critical enabler for RSSB to address the issues highlighted in this report and recommendations.

The Office of Rail and Road was invited by the Rail Safety and Standards Board (RSSB) to carry out a review of RSSB’s governance and functions. ORR previously reviewed RSSB in 2005 and 2010.

The review took place in two phases, the first examining the delivery of recommendations made at the time of ORR’s 2010 review, and the second looking at the RSSB’s strategy and future direction.

Our review included a wide-ranging consultation, including workshops and interviews and two web-based consultation questionnaires.
