On 27 September 2022 we published revised investment framework guidelines, updated to reflect current investment practices.
We will keep the investment framework under review and intend to deliver further updates in the short term. This may result in substantive changes to the policy following the introduction of Great British Railways.
June 2022 consultation
The Office of Rail and Road’s (ORR) investment framework contains policy and guidelines setting out the legislation and processes for anyone who wishes to invest in the rail industry.
This consultation sought views on an updated version of ORR’s investment framework. Changes include making the information simpler and clearer to understand and removing any out of date content. There are no changes to ORR’s investment framework policy in this update.

Format of responses
So that we are able to apply web standards to content on our website, we would prefer that you email us your response either in Microsoft Word format or OpenDocument Text (.odt) format. ODT files have a fully open format and do not rely on any specific piece of software.
