Will Godfrey appointed as ORR’s new Director of Economics, Finance & Markets

Will Godfrey has been appointed as the Office of Rail and Road’s (ORR) new Director of Economics, Finance and Markets, the rail regulator announced today (19 April 2022).

Currently a Director of the Price Review at water regulator Ofwat and previously of Ofcom, Will has a strong analytical background working in regulation, competition policy and consumer protection.

Will returns to ORR after an interval of 17 years since leaving as Head of Competition Economics.

ORR’s Chief Executive, John Larkinson, said:

“We are looking forward to welcoming Will, who brings a wealth of experience to this key role where he will be leading our periodic review of Network Rail, overseeing financial monitoring and steering our competition work.

“With so much going on in the rail industry including reform and recovering from the Covid-19 pandemic, his skills will be invaluable in ensuring ORR remains well equipped to support the industry during this critical time of change.”

Will Godfrey added:

“I am delighted to be starting with ORR and working with John and colleagues to deliver on ORR’s growing agenda. Having previously worked at ORR, it will be great to return.”

Will Godfrey is set to join ORR in early June.
