We monitor on the quality of Network Rail's engagement with its stakeholder community.

Network Rail's network licence includes a condition providing for independent experts (reporters) to be appointed by the network operator (Network Rail), to provide ORR with advice on different aspects of Network Rail’s performance.

We undertake targeted assurance reviews to gain in-depth understanding into ongoing or emerging issues, risks and opportunities within Network Rail which could impact regulatory targets.

Between 2019 and 2024 our Road Expert Panel provided advice and support to our work holding National Highways to account.

Our decisions on amendments to contracts where Network Rail and the train operator were in agreement.
