In this consultation, part of ORR’s periodic review 2023 (2023), we present initial proposals for reform of Network Rail’s possessions regime. 

In April 2022 we published a joint consultation on Schedule 4 and Schedule 8. Materials are being updated on that review page.

Network Rail’s possessions regime compensates train operators for the financial impact of planned service disruption caused by Network Rail when it takes possession of the network, for example to undertake planned engineering works. 

The regime is also intended to incentivise Network Rail to reduce the amount of disruption caused to train operators as a result of possessions.  

In this consultation we propose a small number of changes to the regime to reflect recent changes in the industry and address known issues with the regime.

Format of responses

So that we are able to apply web standards to content on our website, we would prefer that you email us your response either in Microsoft Word format or OpenDocument Text (.odt) format. ODT files have a fully open format and do not rely on any specific piece of software.
