In this consultation, part of ORR's periodic review 2023 (PR23) programme, we present initial proposals for reform of Network Rail’s train performance regime.
Network Rail’s train performance regime compensates train operators for the financial impact of unplanned service disruption caused by other parties and creates incentives towards improved train performance.
Industry reform may affect the operation of the performance regime in future, but we consider there is value in it continuing to exist as a baseline regime.
In this consultation we propose a small number of proportionate changes to address existing issues with the regime.

Format of responses
