The Office of Rail and Road (ORR) has today set out its final determination of Network Rail’s £43.1bn plans (£38.5bn in England and Wales, £4.6bn in Scotland) to deliver a safe and customer focused railway. The plans cover the five years from 1 April 2024, known as Control Period 7 (CP7).

Our final determination follows our consultation on the PR23 draft determination. We consulted on our draft determination from 15 June to 31 August 2023.
Network Rail has been issued with an improvement notice by the Office of Rail and Road for London’s Euston Station, where the company has failed to put in effective measures to prevent risks to passengers and others during instances of surges and overcrowding.
