Professor Christopher Hodges OBE
Christopher Hodges OBE is Emeritus Professor of Justice Systems, Oxford University. He has a global reputation in regulatory and dispute resolution systems, advising governments, regulators, judiciary, ombudsmen, and businesses around the globe. He was appointed as Chair of the Expert Advisory Group for the Revenue Protection Review.
Anne Heal
Anne Heal is a non-executive director at the Office of Rail and Road, where she also holds the responsibilities of Chair of the Consumer Expert Panel and Chair of the People Committee. In her executive career, she spent more than 20 years in the telecoms sector at BT and Openreach specialising in strategy and regulation. Anne holds a number of other non-executive, Chair and trustee roles, and takes a strong interest in consumer matters.
Mike Hewitson
Mike joined Transport Focus in 1995 (as part of the then regional network of passenger committees) before moving on to national policy issues. His most recent role at Transport Focus was as Head of Policy where he was involved in fares, franchising and consumer policy. Mike retired from Transport Focus in April 2025.
Clair Williams
Clair has extensive industry experience across Revenue Protection, Counter Fraud and Prosecutions and is currently the Fraud Lead with the Fares, Ticketing and Retail Programme of GBRTT. She has been a Co-Chair of the UK Rail Industry Fraud Forum since 2021 and sits on the Executive Committee.

Andrew is the Assistant Director of Policy & Practice at the Competition and Markets Authority (CMA). He has extensive experience on consumer policy, advised on civil enforcement and written UK guidance on key pieces of consumer law.
Hugh Davies OBE KC
Hugh Davies KC has achieved national recognition in the practice areas of crime; professional discipline; inquests and public inquiries; and police related misconduct and regulatory proceedings. He has extensive experience of prosecuting and defending, including leading multi-handed prosecutions involving serious organised crime investigated by national policing agencies.
