We monitor High Speed 1 (HS1) Limited's operational performance against the performance floor measures, set out in the concession agreement.
In summary, these requirements are:
- a "three month performance floor" that means no more than 15% train services in the quarter are delayed that are wholly or mainly attributable to HS1 Limited; and
- an "annual performance floor" that means no more than 13% train services in the year are delayed due either reasons wholly or mainly attributable to HS1 Limited or that no more than 50% of unidentified incidents are wholly or mainly attributable to HS1 Limited.
We monitor performance using reports and data submitted by HS1 Limited on a quarterly basis.
We may also appoint consultants to complete an annual audit of the reliability and accuracy of HS1 Limited's asset management and performance data.
