This section sets out our role in periodic reviews and in interim access charges reviews.
Under regulation of the The Railways Infrastructure (Access and Management) Regulations 2016, we have to ensure that London St. Pancras Highspeed is provided with incentives to reduce the cost of allowing access to its infrastructure and level of access charges. We perform this function through periodic reviews in the manner set out in the concession agreement.
In early 2025, the company changed its trading name. Prior to this, its trading name was Highspeed 1 (HS1) Ltd.
Periodic reviews
- PR24, which is the third periodic review for HS1 Limited, covers the period from 1 April 2025 to 31 March 2030, control period 4 (CP4).
- PR19, which is the second periodic review for HS1 Limited, covers the period from 1 April 2020 to 31 March 2025, control period 3 (CP3).
- PR14, which was the first periodic review for HS1 Limited, covered the period from 1 April 2015 to 31 March 2020, control period 2 (CP2).
Access charges reviews
Under the terms of the concession agreement, interim access charges reviews may take place at any time outside the usual periodic review cycle.
