Our monitoring framework and enforcement policy for National Highways, and how we monitor the company’s performance and identify, escalate and resolve areas of concern.
As the Highways Monitor, we have powers to enforce National Highways' compliance with the road investment strategy (RIS) and/or its licence. Under section 11 of the Infrastructure Act 2015, we can require National Highways to take certain actions or, in the event of a serious contravention of its duties, fine the company.
The way we use our enforcement powers is set out in our holding to account policy. This policy – in addition to the other documents listed below, including the licence – now applies to National Highways.
