Its purpose is to ensure effective coordination and cooperation between these organisations in relation to the regulation of health and safety, including policy matters and the enforcement of health and safety law, on all Britain’s railways, tramways and other guided transport systems.
An extract from the January 2017 Memorandum of Understanding (MoU) between the Office of Rail and Road and the Health and Safety Executive is also available. Whilst the 2017 agreement has now been superseded by the 2022 agreement, we are temporarily retaining Appendix A and Annexes 1-3 of the 2017 document. These set out both regulators’ interpretation of our enforcement responsibilities and associated information in relation to Agency Agreements. A new guidance document will incorporate these appendices and annexes and will be available on our website later in 2022.
