Our role in handling recommendations from the Rail Accident Investigation Branch (RAIB).
We have a policy for considering and following up RAIB's recommendations.
- We ensure that recommendations are duly considered and where appropriate acted upon.
- We assess the action taken by those to whom we have directed the recommendations to against clear criteria, using both technical and other experts, to decide our view on the responses and decide what further action we may need to take.
- We report to RAIB in accordance with the regulations and the Memorandum of Understanding between us. We have a separate Memorandum of Understanding for Scotland. We report back to RAIB details of any implementation measures, or the reasons why no implementation measures are being taken.

RAIB recommendation statuses
In assessing the status of recommendations we make reference to a status definition list which has been agreed with RAIB.

Actions to address a recommendation are ongoing. ORR will provide an update to RAIB when no further action to address a recommendation by an end implementer is planned, usually moving the status to closed.
Closed Collapse accordion Open accordion
ORR consider the recommendation to have been taken into consideration by an end implementer and evidence provided to show action taken or justification for no action taken.
Insufficient response Collapse accordion Open accordion
The end implementer to whom a recommendation has been directed by ORR has not provided sufficient evidence that the recommendation has been taken into consideration; or the action proposed does not address the recommendation; or there is insufficient evidence to support no action being taken.
Superseded Collapse accordion Open accordion
The recommendation has been superseded either by a newer recommendation, or actions have subsequently been taken by the end implementer that have superseded the recommendation.
