Consultation on proposals to update ORR’s track access guidance modules on duration and the code of practice for track access consultations.
In February 2023 we published proposals to improve two elements of our track access guidance modules.
Following careful review of the responses, ORR decided not to proceed with the idea of a three-month benchmark for the validity of industry track access consultations.
We will proceed with updated wording to clarify when the statutory tests apply for longer duration access contracts.
