Train Driving Licences and Certificates Regulations 2010: Post Implementation Review

ORR is undertaking a Post Implementation Review on behalf of the Secretary of State on the Train Driving Licences and Certificates Regulations 2010 (as amended).

Purpose of the Review

The Post Implementation Review (PIR) will consider whether the regulations remain fit for purpose and are achieving their original objectives. ORR’s review is being overseen by the Department for Transport. The PIR will be completed by 21 May 2023.

Responding to the consultation survey

We are starting the review by gathering evidence through a consultation survey. Anyone can complete our online survey, which is open until 6 July 2022. The survey also provides more background to the regulations and the review, including whether the UK’s exit from the EU and any review of safety and standards following the publication of the Williams-Shapps Plan for Rail present opportunities for change. 

Separately, we have also commissioned a research organisation to help us gather evidence concerning public confidence in the rail system, which is also one of the regulations’ objectives.

Please be aware that any information that you provide may be subject to publication, release to other parties or to disclosure in accordance with the access to information regimes. These regimes are primarily the Freedom of Information Act 2000 (FOIA), the UK General Data Protection Regulation (UK GDPR), the Data Protection Act 2018 (DPA) and the Environmental Information Regulations 2004.

In responding to this consultation, you consent to us handling your personal data for the purposes of this consultation. Your response will be used to inform a report by the Office of Rail and Road which we will prepare and send to the Secretary of State for Transport, who will publish it on and websites. ORR will also publish a Summary and Findings report, which will be made available on our website.
