This page provides details of our work and publications on developing the framework for Network Rail’s national system operator (NSO) in control period 6 (CP6) as part of the 2018 periodic review (PR18).

This consultation document sought views on what Network Rail, ORR and the wider industry needed to do differently to improve renewals efficiency in CP6.

Following a review in 2016 we have have concluded that there are sufficient accredited bodies in the market to allow it withdraw from performing the ECM certification body function.

Consultation outcome Following this consultation we have published our policy statement relating to a progressive approach to infrastructure authorisation.
